A North Wales Police Sergeant 2840, Gareth Duggan, 38 avoided jail.

The sexual predator admitted sexual assaulting two female colleagues at a work Christmas party. He grabbed one officer’s arse, Duggan has fingers like bananas, he also put his hand under the dress of another as they were celebrating a festive season at a nightclub in Chester.

Despite a reputation as a rumoured sexual predator, the two victims were accused of making up the allegations to get promotion, when they reported the incident.

Duggan’s solicitor told the court he was suffering from PTSD as a result of his time as an officer and a prison sentence would impact his family including his wife Claire. What a load of BULL**IT any excuse now to avoid jail.

The courts often side with the police. The double chinned fat faced officer received a 32 week suspended sentence and 200 hours of unpaid work after admitting two counts of sexual assaults at Warrington Magistrate Court last week, just before Christmas.

He also had to pay the two victims £1000  compensation each. He’s been a North Wales cop for over 15 years.

You have to question what else has he done, who has he locked up and who has he been a witness against in court.

A Welsh cop been tried in an English court what a joke, why wasn’t the case heard in Llandudno magistrates or Mold?

Maybe to save the force embarrassment.

In a statement one of the female officers, was a detective who deals with rape victims. She said: “when he put his arms around me, I was shocked, but when he touched me in that way I was disgusted”.

He put his arm around one of the women then touched her backside, she said she could feel his fingers through her clothes, and through her underwear. She kicked his ankle with her foot to get him to stop. On the second victim he had his hand around her waist and put his face to her neck and made kissing noises, he put his hand between her legs and under her dress and touched her vagina over clothing. The court was told he made the 2 female officers extremely upset. There were already rumours in the North Wales force that Gareth Duggan was a predator and had previously assaulted someone before.

 MISCONDUCT HEARING NOTICE

Police misconduct hearing 5th January 2023

Misconduct hearing will be held at police headquarters Colwyn Bay commencing at 12noon on 5th January 2023. PC 2040 Duggan will be facing the following allegation:

On the 15th November 2022 Gareth Duggan attended Warrington court where he pleaded guilty to 2 offences of intentionally touching a woman aged 16 or over and that the touching was sexual when she did not consent. He did not reasonably believe that she was consenting which is contrary to sec.3 of the sexual offence act 2003.

It is alleged that Duggan has breached the standard of professional behaviour relating to discreditable conduct. All matters are considered to be of a gross misconduct.

I guarantee you the bad cop probably won’t turn up as he would get the sack, he probably would resign this week and wouldn’t want to embarrass himself.

Any members of the public who have arranged to go to the hearing, don’t bother going because he will not be there.

My blood is boiling with these coppers who keep getting into trouble and don’t have to pay a proceeds of crime order.

Their pensions need taking off them and in some cases, it should be given to the victims. Duggan has got all the hallmarks of what a predator looks like: overweight, bold head, fat faced, wears glasses, wears a mac, and hides behind the veil of his job. Remember North Wales Police were told about his previous behaviour.

So North Wales Police have f**ked up again, compensation will have to be paid to Astrid Linse for her motorhome that they sold at auction, which was then stripped for parts.

Arfon Jones, the Police & Crime Commissioner who is obsessed with putting himself in the limelight and telling us how good North Wales Police are, you never see him commenting on any of the many f**k ups committed by his force, this being another example.

Will he be going back for an emergency meeting with the the Council and in particular Julie Fallon Smith (another one who likes the limelight) to ask for more money from the public purse to cover the compensation costs?  Readers of the blog, please expect another council tax rise to cover these costs.

Prosecution Offer No Evidence to the Court for Ex-Cop Mike Smith who was Charged with Fraud

Councillor Julie Fallon Smith’s husband, ex-cop PC 2634 Mike Smith was charged with defrauding a local kid’s football team, of stealing funds from an under 13’s boys football team that he coached; he appeared at Liverpool Crown Court on the 20th January 2020 and a trial date was set for July 20th 2020.

Mike Smith will now be appearing in court tomorrow, 25th February, where the Prosecution will offer no evidence.

What a complete waste of tax payers money by North Wales Police for a lengthy investigation. No doubt this will be published tomorrow in the ‘Paedophile Post’.

It makes you wonder why did he resign from the force?

No doubt Mike Smith will want to tell his side of the story, this should be an interesting read!!

A Conwy Councillor’s Husband, ex-cop Mike Smith Attends Liverpool Court

Ex-cop PC 2364 Mike Smith who once worked the beat in Conwy and Llandudno, today attended Liverpool Magistrates Court where he pleaded not guilty to a charge of fraud, the case was adjourned and has now been referred to Liverpool Crown Court where he will have to attend on the 20th of January 2020. I will not discuss this case as he is entitled to a fair trial, I would not like to prejudice his trial.

Unlike North Wales Police, Don Kenyon and Jason Davenport did prejudice my trial, allowing the jury to read those derogatory remarks that were untrue & unfounded that were published on the poison pen blog ‘Thoughts of Oscar’.

Once again any members of the jury at my trial who may have read that poison pen blog please contact me on 07977928434; you were told by his honour, Judge John Rogers not to do any research and not to google me, if any if you did, please come forward or take legal advice and see a solicitor.

Garry Sky a.k.a. Michael Plumb was seen running through Llandudno Junction from The Maelgwyn pub in his Santa outfit shouting “Sugar Tits I’ve got the gunpowder in my sack from the pub. This is the second email I have sent DC Kenyon, he won’t reply back, he’s embarrassed by what I’ve asked him.

Ex PC 2364 Mike Smith is to appear at Llandudno Magistrates Court on December 18th to face fraud charges.

I contacted Llandudno Magistrate Court on 25th November 2019 and asked was Mike on the listings, the lady I spoke to told me she couldn’t find his name, that’s not to say the police may not have updated the system. On Friday, 29th November I contacted Mold Law Courts, again I asked to be put through to listings spoke to a lady called Claire she confirmed to me he’s in court on December 18th at Llandudno.

The Paedophile Post are not aware of this yet, no doubt when its bought to their attention they too will publish a story on him. Mike Smith in April 2017 spoke to Jez Hemming reporter for the Paedophile Post telling them his story that he suffered abuse as a boy at the hands of his junior football coach, the abuse continued for six years Mike told his teacher, but his teacher did not believe him.

I will not say much more on this subject as I do not wish to prejudice his case, he may plead guilty on the 18th or he may not, we will have to wait-and-see. I have plenty more to say about Mike Smith, but I will wait until after his court hearing.

I would not behave the way North Wales police did at my trial in 2010 Don Kenyon was told by his honour John Rogers to go and speak to the author of the Thoughts of Oscar blog and ask him to remove the untrue and the derogatory remarks that were on his blog, this order was not carried out, as it was advantageous to North Wales Police and there for all the jury to see. If any of the jury read that poison pen blog please call me on 07977928434,I know my trial was prejudiced don’t be afraid to come forward, the truth will come out in the end.

How strange DC Kenyon and Mike Smith’s ex superintendent Robert James Kirman goes on trial on December 17 at Mold Crown Court facing 5 allegations of fraud totalling more than £70,000 for making false representations which he knew might be misleading by giving incorrect information; the first offence allegedly took place between October 2012 and October 2013 which involved a sum in excess of £7000 he was further charged with fraud involving one of £12,000 one of £13,000 another of £12,000 and another of £27,000 between October 2013 and October 2017.

Once again, we will not discuss Rob Kirman’s case he’s also entitled to a fair trial.

I’d now like to write about Councillor Julie Fallon, I have spoken about her on a previous post which has apparently upset her. I bumped into Julie by chance at Deganwy Quay she said to me I think we need a chat, so we sat down and talked at length. She asked me many times who is giving you this information. She suggested many names, but I refused to tell her who I speak to and where I get my information from. She went on to say that she is one of the governors at John Bright School and gave me a ladies name who she believed passed on information to me, this woman was a teacher at John Bright and she said that she had written to this lady and sacked her due to her poor attendance and timekeeping.

Think about this now readers of the blog, how many parents who have children at John Bright school have received letters complaining regarding the children’s attendance or for being late, you can be summoned to court for it, I’m sure there’s many that have.

Llandudno Traffic Warden “Where’s Wally” Doesn’t Know Traffic Warden Legislation

On Friday 28th of June 2019 I was dropping some furniture off at Café Culture on Mostyn Street, I was parked on double yellows, the front of the vehicle was in the bus stop, I was parked half on the pavement and half on the road, there was no parking spaces available. Whilst talking to the proprietor in the café, without any warning from “Where’s Wally”, the traffic warden he had written a ticket out around the corner, he was like one of the seagulls looking for prey.

                                      Just look at his sly eyes!

He quickly moved to the front of the vehicle and placed the parking ticket on the windscreen, on a Vauxhall combo van, registration FE58 FNF.


“Where’s Wally” the traffic warden did not see my wife sitting in the van, as stated he had already written out the ticket from behind the van, I am local and he could’ve easily come in to the café or asked my wife to move the vehicle, he was more interested in issuing the fixed penalty for £70, it’s all about targets for them.

My wife immediately phoned me while I was in the café and I came straight out to speak to him he had his cocky attitude hat on. Whilst I was talking to him, he turned on his body-cam and turned it towards me, I told him you’re a jobsworth, a traffic warden who doesn’t know the legislation, you’re employed by the local council and responsible for ensuring that parking regulations are being followed and issuing penalty charge notices (PCNS or fines) where required and to make sure they are placed correctly on the right vehicle.

I then told ‘Where’s Wally” I’ll make you famous.

“Wally” wrote down and took a photo of the number plate on the trailer, reg S9 MJC which was being towed by my van and he wrote down the make of this vehicle as Vauxhall Combo, the van is a Vauxhall Combo but the number plate on the trailer is registered to a Volkswagen Caddy.

Any other traffic warden please read… A fixed penalty notice when issued has to have the correct registration number of the offending vehicle. Wally’s mistake was taking the photo from behind, which was the plate on the trailer, had he not been sly and gone to the front of the vehicle he would have seen the correct number plate to the van, when a vehicle is towing, you need to check that both sets of plates are the same or the same mistake will happen again.

Councillor Julie Fallon Smith’s husband retires from North Wales Police, PC 2364 Mike Smith

When Mike Smith was a police officer in Conwy and Llandudno, going back to 2010, Mike Smith was aware who the author was of the poison pen blog ‘Thoughts of Oscar’ along with Inspector Ian Verburg and DC Don Kenyon, the public now know the troll was, ‘7 bellies’ aka Nigel Roberts.

Article 6 of the European Convention of Human Rights is a provision of the European Convention which protects the right to a fair trial in criminal law cases and cases to determine civil rights, it protects the right to a public hearing before an independent and impartial tribunal within reasonable time, the presumption of innocence and other minimum rights for those charged in a criminal case (adequate time and facilities to prepare their defence, access to legal representation, right to examine witnesses against them or have them examined, the right to the free assistance of an interpreter) everyone charged with a criminal offence shall be presumed innocent until proven guilty according to the law.

In short, everyone is entitled to a fair trial

As you readers of the blog are already aware, during my trial in 2010 for mortgage fraud my barrister told his honour Judge John Rogers QC about the poison pen blog site ‘Thoughts of Oscar’ and that I was concerned that the jury could read this site about what fat Nigel Roberts had been writing on his blog about people including myself; basically, he libelled, bullied and intimidated all behind anonymity. He made plenty of derogatory remarks about me, calling me a drug dealer but as you and the police know, I have never been arrested on any drug offences, but it’s still damaging when the jury could have read this on the Internet along with many other comments, he made about me that were untrue.

At the time fat, ugly Nigel remained anonymous and nobody knew who he was except for himself, DC Don Kenyon, Jason Davenport, the judge in the trial, and other police officers in Llandudno including Mike Smith, Superintendent Simon Humphries, who looks a bit like Nigel and one of Nigel’s contributors, the ex-Secretary of State for Wales David Jones MP, who said he doesn’t know who ‘Thoughts of Oscar’ is.

Amazingly when I made a complaint over the troll blog to North Wales Police, they denied all knowledge of who the author was, Simon Humphries retires with his pension and we now know North Wales Police were protecting this site. David Jones would’ve been John Rogers’s boss, as Secretary of State for Wales he was the boss of all Welsh judges at that time and as we know David Jones has been sacked by two Prime Ministers, David doesn’t like the word sacked he prefers ‘reshuffle’.

Going back to PC Mike Smith, as a serving police officer at that time why didn’t he stand up and be counted for, and tell his bosses Michael Creamer will never get a fair trial and remind the gang of Article 6, please read the FOI request below, I asked in September 2018 is PC 2364 Smith still a serving police officer?

Their response back was very vague, what we do know that is factual is Mike Smith resigned from the force; most police officers like to serve their time and look forward to the big pension and what we also know is that Mike Smith is under investigation by North Wales Police, Caernarfon Constabulary are dealing with it. Should Mike Smith be charged with a criminal offence, Article 6 applies to him and any other member of the public, innocent until proven guilty.

I am aware in the local community there are lots of people that are angry and are awaiting the outcome on Mike Smith, all I can say at this time is I have plenty of information to report on Mike Smith, but we must be patient and wait until North Wales Police have concluded their enquiry.

Finally, North Wales Police I know you read my blog albeit Ian Verburg told all his officers not to read it, I would really appreciate it if you could have a look on your website and remove CBM Mike Smith from it as he is no longer employed by North Wales Police.

As of today, Mike Smith is still on the police website as a serving officer!

Well, well, Councillor Fallon Smith, looks like the net is finally closing in, you’re the lady that people think butter wouldn’t melt in your mouth. As you know I attended the Police and Crime panel meeting on Monday, 4th June 2018 in Bodlondeb, Conwy. Just before the meeting was about to start, I brought to your attention that today was the 4th of June and on all of the screens the date said 6th June, may I remind you that you were chairing that meeting and declared your husband was Mike Smith PC 2364 of the North Wales Police, when I confronted you and kindly pointed out the mistake you had the barefaced cheek to tell me it was nothing to do with you and blame the council.

Julie, remember the public voted for you to be where you are today, they expect a woman of honesty and integrity to represent them. It has been brought to my attention that a complaint was made against yourself regarding ‘bin collections’, information has leaked out of the council regarding an email which you will be familiar with, where you told lies, other councillors were at the meeting and they had witnessed that you had lied but it was all kept hush-hush, so you kept your job.

Can I bring to your attention that I have known your husband PC 2364 Mike Smith for longer than yourself, in his early days when he had left school he played football for Conwy United FC & a few other local clubs and was paid cash in hand for playing football nudge-nudge, wink-wink, you know what I mean Julie, the taxman didn’t know about these payments. He then went on to work in Curry’s as a sales assistant in Champney’s retail park, Llandudno; he was a great salesman, and this is how it went ‘pick your own, choose your own, then you can’t moan, take it off the shop floor and collect at the back door’.

Mike eventually joined North Wales Police, whilst on duty he suffered a heart attack and was taken to Bangor Hospital, you say he is 6ft 3” and spent over 20 hours on a trolley, you make out as if he was squashed in to a shopping trolley, so you Julie made an official complaint to Betsi Cadwalader University Health Board. Do you think because he’s a policeman & you’re a councillor it gives you the right to preferential treatment?

Julie, I don’t know how up-to-date you are with Betsi Cadwalader, but more than £90 million in clinical negligence claims are expected to be paid out in North Wales over the next couple of years, this sum was revealed in a report at a meeting of the Betsi Cadwalader University health board, by director of corporate services Chris Wright, there are currently 790 claims against the board open, 674 for clinical negligence and 120 for personal injuries, around 700 are expected to be settled before next year; so your husband lying in a hospital bed will not have a claim.

Could you please read your tweet below, as a councillor and your husband being a police officer, you both should’ve known better that your film club should have had the right license (I wonder who you’ll blame for this).

Julie, do you remember yourself and Mike took your 8 year old son for after-school football coaching, sessions attended 12 weeks, total 2 terms your son was coached by a well-respected, highly regarded local coach who has coached professional footballers, yet you both refused to pay some of the fees, the coach has approached you and Mike and requested payment, you both refuse to pay, coming up with a poor excuse, reason given, you didn’t think there was quality in his coaching, yet it takes 2 terms for you to decide this. There is still an outstanding bill of £30, Mr & Mrs Smith it would be most appreciated if you could settle this bill with the coach ASAP.

Talking of outstanding bills Julie, you have borrowed money from people in the council, they don’t wish to be named but would appreciate if you could settle this debt, thank you.

Moving on Julie to Mike’s football career; Mike is the manager of the under 15’s at Llandudno and during one of the games, a bad tackle was made on one of the lads, isn’t this football, it happens every day! Mike then made derogatory remarks towards the referee, it got so bad that the referee took out his red card and asked Mike to leave the area, Mike refused to leave. Eventually, you took over Julie as the caretaker manager for the rest of the game, as this incident was not recorded, Mike seemed to get his own way again, the poor referee didn’t want to make a fuss as he knew Mike was a copper and you were a councillor; money and power springs to mind Mr and Mrs Smith.

PC 2364 Mike Smith, you are a very brave man coming forward and telling our community your story, after you suffering such an ordeal I find it very hard to believe that you work at Llandudno football club, your right-hand man being Gerald Williams who is a habitual flasher, convicted several times, some of his previous convictions were for exposing himself to a female neighbour in 2002 and a female stranger in 2003.

I just can’t believe what I’m reading, the plot really starts to thicken, please read below, Trevor Lloyd Hughes the FAW president presenting Gerald Williams ‘the flasher’ with an award, Gerald has volunteered at Llandudno FC for over 25 years and they said every club needs a volunteer like Gerald, he even assists with bringing the balls back into the ground. The article below was published on Llandudno FC’s website and shared to people’s Facebook accounts but was quickly taken down when the people realised who Gerald was and what he’d done.

You would think the local councillor Julie Fallon Smith and her husband being a policeman would not have this man anywhere near children, I am deeply saddened and appalled at this, despite the fact that Llandudno FC have come along way over the last few years with the development of their ground & clubhouse and there are many lads and ladies that commit themselves to the club 100%. PC 2364 Mike Smith resigned as a director at Llandudno FC’s senior side in late 2016.
