Conwy Council & the Police and Crime Panel Are Unsure of When Their Own Meeting Was

On Monday 4^th of June 2018 I attended the annual general meeting of North Wales Police and the Crime Commissioner, in attendance were many councillors from the North Wales area plus the Police and Crime Commissioner Arfon Jones, also present was the Chief Constable Mark Polin and the local press. The reason for my attendance was to see how the public money was being spent and what the local council was contributing towards the police; some of this money is coming from our council tax, so I also thought with it being a public meeting I would have had the opportunity to ask some probing questions to the Chief Constable.

After taking a seat in the public gallery with my wife, there were two other males already seated in the gallery; just before the meeting was about to start at 2 o’clock that day, chaired by Cllr Julie Fallon Smith, in total there were 17 people at the meeting some of these being magistrates, councillors, the Commissioner and the chief constable and 4 people from the press totalling 21 people.

To my amazement, nobody had noticed what I’m about to tell you, there were 3 large screens in the room, each displaying Panel Heddlu a Throsedd, Mehefin 06 2018, Police and Crime Panel 06 June 2018, please see the photo below of the screen;

After I had read the screen and the meeting was about to get started, I walked down the steps and into the meeting area when I was approached by counsellor Julie Fallon Smith and an unknown male. Julie quickly said to me “you can’t come down here” I informed Mrs Smith, could you kindly look at the screen which is above where you’re sitting, another screen which was above the chief constable, I then pointed out that today was Monday 4^th June and not the 6^th of June, a little embarrassing for the council and police.

Julie Fallon Smith who was chairing this meeting insisted it was nothing to do with her; typical no one wants to take responsibility, she didn’t even thank me for pointing out this error, which was quickly corrected within 10 minutes, I then returned to my seat.

As the meeting got started, the two other people sitting in the gallery stood up and started speaking over everybody, they were both very polite. One of the gentleman was 79-year-old Mr David Service who on 16^th April 2012 very sadly lost his wife Mrs Celia Service who was mowed down whilst out shopping in Rhos on Sea with her daughter, the daughter survived the accident when they were hit by a powerful Jaguar car driven by Mr Geoffrey Read. No charges have ever been brought against Mr Geoffrey Read, this is why David Service is very angry, which I don’t think anyone would blame him, he’s also very mad by the way he has been let down by North Wales police.

So, at this meeting at Conwy Council buildings, he wanted to try and get some answers from the chief constable Mark Polin and also from the crime commissioner Arfon Jones but they refused to speak to this poor man and abandoned their meeting, they all left the conference room, having to pass Mr Service who was holding pictures of his wife and daughter and was crying, just one lady councillor expressed her condolences to Mr Service to say sorry for his loss, they really are heartless.

Cllr Julie Fallon Smith came over to us and said this is not a public meeting, but you would have thought through respect for this elderly gentleman that the councillors would have at least listened to what he had to say, because remember members of the public, it’s our money that pays towards the police.

This poor man has been very badly let down and treated appallingly.

When everybody had left the conference room I remained seated with my wife, after a few minutes Cllr Smith came back in with the gentleman and came to where I was sitting and said “if we start this meeting again are you going to say anything to the chief constable” I replied to Cllr Smith “yes I am”,  she went on to say “you can’t, it’s not that sort of meeting,  go through the appropriate channels and ask to see him”.

I told her I’ve already done that, and I left numerous messages with the Chief Constable’s secretary I have the times and dates and he’s refused to speak to me.

I told Cllr Smith, I’ve also explained this to my local MP Guto Bebb, I made an appointment to see the Crime Commissioner, at that time it was Winston Roddick, an appointment was made for me and then it was cancelled as he refused to speak to me, what more can I do? I’ve been through the proper channels, so I want to ask the Chief Constable some questions. Cllr Smith asked me what would I ask him? I replied:

1. Welsh police have spent more than £590,000 on informers over the last five years, are the police receiving good intelligence which is worth the money or is it dirty, scummy drug dealers that are getting arrested for drug offences and then snitching on their friends, so they can receive lesser sentences? Despite some suggestions, the use of informers is not effective at tackling violent crime. Deputy Chief Constable Roger Bannister the NPCC’s lead for Covert Human Intelligence Sources – the official name for informants, he thinks informants do a good job. Costing the taxpayer across Wales £10,000 per month.

2. I told councillor Julie Fallon Smith that the postman Paul Savage from Mold who was beaten to death as he carried out his deliveries on February 4^th, 2003. North Wales police eventually closed their investigation but has recently been reopened. When the case was closed it was due to the lack of funds, it would be nice if someone had been brought to justice for the family of Paul Savage.

3. The licensee of the Maelgwyn pub in Llandudno Junction is Lynn Plumb, and her partner is Gary aka Sky, I’m amazed how North Wales police have not raided this pub with the amount of drugs that have been passed around in this establishment. North Wales police are aware of this and yet they haven’t got the resources to investigate, or is it lack of funds again?

4. In 2008/09 the licensee of the Mail Coach in Conwy at that time, reported a break-in as £5000 went missing out of the safe, no one has ever been charged or convicted of this offence. I suppose it must have been too hard for North Wales police to investigate or was it a lack of funds? The money that went missing has never been traced.

5. Seven bellies a.k.a. Nigel Roberts, the author of the Troll blog Thoughts of Oscar had his vehicles damaged at his home address in Deganwy. Nobody has been brought to justice for this criminal damage.

6. Morgan Philip Smith aged 16 from Conwy, very sadly died on Sunday, October 29^th after taking ecstasy type pills which are extremely dangerous; what I find extraordinary and makes my blood boil, North Wales police have yet to find anybody accountable for selling these dangerous tablets and yet the Council are still funding them with taxpayer’s money.

7. Machete gang raid a Llandudno jeweller. Masked robbers terrified staff as they raided a jewellery shop, Gregory’s in Mostyn Street, Llandudno. North Wales police have been hunting for the four men since November 2016; the police are still looking for a grey BMW.

Obviously, their informants that are costing the tax payer £10,000 per month is not working and yet the crime commissioner Arfon Jones is still asking the council for more money for the police!

After explaining the above to Julie Fallon Smith, she said you have some interesting points, can you put it in writing 10 days before the meeting and we can then ask the Chief Constable. How pathetic, if you or I, or any member of the public was being cross-examined in court and a question was a bit difficult to answer, could you imagine if we replied can I have 10 days to think about my answer.

My final point I raised to Cllr Julie Fallon Smith was, do you know how much North Wales police have spent on me? Over £20 million pounds, she looked shocked and probably thought I was lying.

I told her, the invoices of the money they spent on me will be put on the Internet for all to see. I also told Julie, this is mortgage fraud, with no complainee and a victimless crime and they have spent all this money on me, when there are unsolved crimes as I have stated above, murder, robbery and drug offences to name but a few and there’s no money left in the pot to solve these crimes.
